In 1999, the General Assembly passed legislation authorizing the Office of the Attorney General to secure funding for and implement a statewide victim notification system. The Attorney General's Office received a federal "Victims of Crime Act" grant from the Illinois Criminal Justice Information Authority for the initial implementation of the project.

The Attorney General's Office has implemented the system on a statewide basis in the Illinois Department of Corrections, Department of Human Services, Illinois Prisoner Review Board, county jails and county circuit clerk offices.

The Illinois Automated Victim Notification System provides victims and concerned citizens with a toll-free number they can call for up-to-date information on the custody and/or case status of an offender. Illinois AVN operates through interfaces with the jail booking system, the Illinois Department of Corrections, the Illinois Department of Human Services, and circuit court clerks throughout the state.

Illinois AVN is available online at www.vinelink.com, a public website that allows visitors to search for offender custody and case status. Users can register online for notification of changes in an offender's custody and/or court case status. Notifications are available by email, text messages or phone calls.
